  • Proposing and managing a bill on rescue and emergency service response; researching and improving relevant systems
  • Establishing and managing the National Emergency Rescue Control Bureau; supporting operation of local emergency rescue control bureaus
  • Handling matters concerning organization of supporting and cooperating systems between emergency rescue organizations and EMS bodies
  • Handling matters concerning education, evaluation and support of emergency rescue organizations and emergency rescue support organizations; establishing a system of cooperation
  • Handling matters concerning control and supervision of the National 119 Rescue Headquarters
  • Handling matters concerning organization and management of 119 international rescue squads, international emergency relief activities, and cooperation with international exploration/rescue-related organizations
  • Handling matters concerning technology contests and the World Firefighters Games
  • Handling matters concerning establishment and operation of comprehensive plans for inland water disaster or other relief, rescues and EMS at the beach and mountain rescues
  • Establishing and implementing an anti-terrorism action plan to protect life as well as NBC protection measures
  • Handling matters concerning fire safety measures for major events such as international games
  • Handling matters concerning provision of subsidies for increasing rescue and anti-terrorism equipment and relevant criteria
  • Handling matters concerning establishment and implementation of measures for the prevention of safety accidents and infection as well as health care for rescuers
  • Establish, integrate and coordinate emergency rescue response plans
  • Developing and distributing platform programs, such as risk analysis and evaluation, for emergency rescue response
  • Planning and supervising policy programs in relation to onsite response for disaster emergencies
  • Handling matters concerning establishment and management of a standard action protocol at a disaster scene
  • Handling matters concerning development, distribution and evaluation of emergency rescue training programs
  • Handling matters concerning establishment and implementation of master and action plans for rescue operations and emergency medical services as well as guidance on City/Province action plans for rescue operations and emergency medical services (only for rescue operations)
  • Handling matters concerning establishment and management of the Central Rescue and Emergency Medical Services Policy Council as well as guidance and supervision on City/Province rescue and emergency medical services policy councils (only for rescue operations)
  • Operating and managing a life rescuer system
  • Handling matters concerning cultivation of rescuers and development of their expertise
  • Handling of any other administrative matters that fall outside the scope of responsibility of other divisions in the same bureau
