정부 출범 1년, 재난 발생시 선제적 대응을 위한 소방의 동원자원 규모는 이전 대비 인력 기준 39%, 장비 기준 22% 증가한 것으로 나타났다. 대규모 자원투입과 대용량포방사시스템 등 특수장비의 선제적 동원은 효율적 재난 대응으로 이어지고 있다.

소방청(청장 남화영)은 대형산불 등 국가적 대응이 필요한 재난에 빈틈없이 대응하기 위해 중앙긴급구조통제단* 운영 체계 개편 등 제도 개선 및 대응시스템 재설계에 나섰다.
* 긴급구조통제단은 재난이 발생할 우려가 현저하거나 재난이 발생했을 때 긴급 대응을 위해 소방이 꾸리는 임시 조직이다.
주요 내용은 △소방청 ‘긴급대응팀’ 신설 △긴급구조통제단 운영 체제 개편 △경찰-소방 상호 상황관리관 파견 등이다.
먼저, 재난상황을 인지한 시점부터 재난이 종료될 때까지 체계적인 대응태세를 유지하기 위해 소방청은 지난 3월 상시전담조직인 ‘긴급대응팀’을 신설해 운영해 오고 있다.
‘긴급대응팀’은 전국의 재난상황을 관제하는 119종합상황실과 유기적 상황 공유체계를 유지하며, 평상시 재난상황을 모니터링하고, 대형 재난 발생시 재난정보 관리를 일원화하며 국가재난자원 관리 등 통제단 운영의 기반을 구축한다.
특히, 재난발생 시 초기 상황판단부터 중앙통제단 운영까지 주도적 역할을 수행하게 되며, 3조 1교대로 주·야간 빈틈없이 운영되고 있다.
둘째, 효율적이고 유연한 재난대응을 위해 긴급구조통제단 운영 체계를 개편했다. 현재 통제단의 운영 기준이 '대비-대응 1단계-대응 2단계-대응 3단계'로 대응시스템과 혼용하고 있어, 신속 대응이 지연될 수 있다는 우려에 통제단 운영기준과 대응시스템을 분리하고 통제단 조직체계를 단순화하여 재난 유형별 신속한 가동이 가능하도록 했다.
이같은 내용을 담은 「긴급구조대응활동 및 현장지휘에 관한 규칙」 개정안은 지난 11일 입법예고 되었고, 오는 6월 20일까지 이해관계자들의 의견을 수렴한 후 시행될 예정이다.
셋째, 소방청과 경찰청은 각종 재난현장에 대한 상호 정보공유 및 공동 대응 협력 강화를 위해 상황관리협력관을 상호 파견해 이달 10일부터 본격 근무에 돌입했다.
이는 ‘범정부 국가안전시스템 개편 종합대책’의 일환으로 상호 상황관리협력관 파견을 위한 직제 요청, 국무회의 등을 거쳐 지난 8일 인사발령을 단행했다.
이번 인사발령으로 소방청에서는 경찰청 상황실로 소방령 등 4명을 파견하고, 경찰청에서는 소방청 상황실로 경정 등 4명을 파견했다.
